My Commitment
I founded Illumina Consulting LLC to help companies develop their defense department businesses. The U.S. defense acquisition structure comprises three integral relationships: those of military requiring activities and program offices, the contracting enterprise, and the national industrial base. The dynamic interplay of collaboration, communication, and coordination among them establishes a coherent interconnectedness that produces the supplies, services, and weapon systems for our defense agencies. This robust and energetic defense ecosystem must evolve to meet our nation’s security threats. It should expand opportunities across the industrial base, from small, emerging, and innovative companies to established industry leaders and all companies in between. Strategic Experience
Dean was a former Division Chief at the Army Contracting Command in Rock Island, where he led contracting operations for the Industrial Base Division. His leadership was instrumental in spearheading critical national security initiatives, which included enhancing domestic ammunition supply chain resilience and managing over $2.3 billion in Other Transaction Authority investments to modernize our defense industrial base, onshore critical technologies, and critical rare earth element separation facilities.
