With 22 years leading government acquisition across a $94 billion Army contracting portfolio, I offer unmatched dual-perspective expertise in defense acquisition consulting. I understand the technical complexities that keep government program managers up at night, as well as the business pressures that drive contractor bottom lines — a dual fluency that bridges the gap between what government needs and what industry delivers. I hold an MBA from St. Ambrose University and a Master of Strategic Studies from the U.S. Army War College, and am a Harvard Senior Executive Fellow (Harvard Kennedy School).

• Ammunition: Extensive experience with multiple munition programs, including the FMU-143 penetrator bomb fuze, 40mm grenades, and various pyrotechnic munitions.

• Logistics Operations: Led the $80 billion Logistics Civil Augmentation Program portfolio for overseas contingency support and base operations

• Information Technology: Supported billion-dollar contracts for the Program Executive Office Enterprise Information Systems, including the Army's inaugural Cloud Blanket Purchase Agreement

• Communications Systems: Oversaw satellite communications, land mobile radios, tactical radios, and deployable terminals programs, negotiating directly with industry leaders including L3Harris, Motorola, Boeing, Raytheon, and Viasat.

• Prototype Projects: Directed investments in research, development, and modernization that seed future potential weapon systems, enhance industrial capacity, boost supply chain resiliency, and foster innovation within the Defense Industrial Base.

As the lead negotiator on over $1 billion in contracts, I have proven strategies that help clients secure favorable terms while avoiding costly compliance pitfalls.

My extensive experience encompasses establishing relationships at all levels of defense acquisition, including Mission Partners, Program Executive Offices, the Defense Contract Management Agency, the Defense Contract Audit Agency, the Office of the Secretary of Defense, and the offices of the Assistant Secretary of Defense. I have effectively managed audits, protests, and investigations conducted by the Government Accountability Office, the Army Audit Agency, and the Office of the Inspector General.

When not assisting clients in navigating the intricacies of government contracting, I enhance my linguistic proficiency by learning Russian, reading, cooking, and spending time with my family. My wife and I, Charlotte, reside in the Quad Cities.
