As the former Division Chief of the Industrial Base at the Army Contracting Command – Rock Island, Dean directed critical initiatives that directly enhance the United States' defense capabilities. His strategic management of the $2.3+ billion Cornerstone Other Transaction Authority program fostered innovative advancements in conventional and advanced manufacturing, microelectronics, logistics, hypersonics, and engineering—expertise that informs pioneering strategies for contemporary defense contractors.

Dean's leadership of the $229 million Nitroguanidine project significantly contributed to strengthening the resilience of the domestic ammunition supply chain. His stewardship of the Chemical Weapons Demilitarization contracts culminated in the comprehensive and safe elimination of all United States chemical weapons stockpiles. Furthermore, he expedited key projects by integrating innovative technologies such as the Static Detonation Chamber, while maintaining full adherence to environmental regulatory standards.

  • Information Technology: Supported billion-dollar contracts for the Program Executive Office Enterprise Information Systems, including the Army's inaugural Cloud Blanket Purchase Agreement

  • Communications Systems: Oversaw satellite communications, land mobile radios, tactical radios, and deployable terminals programs, negotiating directly with industry leaders including L3Harris, Motorola, Boeing, Raytheon, and Viasat.

  • Prototype Projects: Directed investments in research, development, and modernization that seed future potential weapon systems, enhance industrial capacity, boost supply chain resiliency, and foster innovation within the Defense Industrial Base.

As lead negotiator on over $1 billion in contracts, Dean's proven strategies help clients secure favorable terms while avoiding costly compliance pitfalls.

Dean's extensive experience encompasses establishing relationships at all levels of defense acquisition, including Mission Partners, Program Executive Offices, the Defense Contract Management Agency, the Defense Contract Audit Agency, the Office of the Secretary of Defense, and the offices of the Assistant Secretary of Defense. He has effectively managed audits, protests, and investigations conducted by the Government Accountability Office, Army Audit Agency, and Office of the Inspector General.

Personal

When not assisting clients in navigating the intricacies of government contracting, Dean enhances his linguistic proficiency by learning Russian, engaging in reading, cooking, and dedicating time to his family. He and his wife, Charlotte, reside in the Quad Cities.
